According to Kino Lorber, the Touch of Evil 4K Ultra HD Blu-ray release will offer all three cuts and they expect to include all previously released extras.

Kino Lorber will release Orson Welles’ Touch of Evil as a 4K Ultra HD Blu-ray disc. It has not revealed specifics or a release date.
