Given that the 70th anniversary release was "remastered and restored from original...nitrate elements in 4K resolution", I feel quite certain this is the same transfer, meaning the disc is no different than the one available for the past five years. Also, since the terminology can be confusing, the element scanning and restoration were done in 4K resolution, but the Blu-ray disc itself is in 1080p resolution. The image quality is excellent, but this is not a 4K UltraHD release*
*I've noticed this misunderstanding cropping up at the retail level in stores like Target where some regular Blu-ray discs (1080p resolution) that featured 4K mastering were mistakenly being sold as "4K UHD" reissues.

I just spoke with a Warner Bros. rep. The extras and 4K transfer are the exact same as the great 70th anniversary release.
On the plus side, it is an affordably priced Blu-ray.
The list is $19.99, but I have seen it listed online as low as $13.89 (Target with free shipping).

Warner Bros. is known for reissuing their classic titles repeatedly with altered packaging to commemorate anniversaries, but not upgrading the disc content itself. In some cases, such as with A Clockwork Orange, the reissue could have benefited from a more up-to-date transfer (a new extra included in the last release of this Kubrick film contained newly-transferred excerpts that looked quite a bit better than the main feature itself). However, I don't think the technology has improved enough since the last release of Kane to warrant a remaster. As I noted above, the image quality is excellent on the 2011 Blu-ray, probably the best the film has looked since its initial release. Like you said, Ray, the main benefit of the 75th Anniversary release is the simpler packaging and the correspondingly lower price.
