Hope this information could become an impulse to make aviable the material actualy prepared in Munich... the fragments in the "one man band" old documentary is the only way to have an inside in the movie....

I hope this is valid. The man in the striped shirt whose face we can not see has a dark outline at the side that could resemble a beard similar to the one Harvey has for the film.

Although, in all likelihood, Welles would have probably used a double for Harvey given that his "name" actors would have had only a short window of availability on projects like this.
