I wouldn't entirely rule out the possibility of an English translation of a text by Maurice Bessy - it might have been a duplicate of a proof copy, for instance, that was put together for Welles's approval, and which he kept for his files - but it certainly sounds likely that Welles wrote this.
I wonder if the papers of Louis Dolivet might shine any light on this? Dolivet was acting as Welles's de facto agent at the time, and it was in his papers that Francois Thomas found proof that Bessy had been the author of the Arkadin novel. Une Grosse Légume (1953) and Monsieur Arkadin (1955) were both originally published by the same Paris-based publisher, Gallimard, who are still in business (see below); so it would be worth checking both Dolivet's archives and Gallimard's archives, to see if they can shed any light on the authorship. http://www.gallimard.fr/"
