We Work Again - 1937 WPA public relations film

I'm watching the 2005 documentary THE DAY THAT PANICKED AMERICA (yet another one, but this time quite superior.) It states that after the Voodoo Macbeth, Welles "worked on" the 15-minute WPA film WE WORK AGAIN, about African Americans during the depression and the jobs available through the WPA. Included in the documentary are a few minutes from the film.

Does anyone know in what (if any) capacity Welles worked on this film? It doesn't look particularly Wellesian, and I don't recall hearing of it before.

Now that I think about it, if We Work Again was the film that included the Voodoo Macbeth clip, then Welles might have "worked on" that. It's certainly impressive, and I've wondered before if Welles had chosen the camera setups for his Harlem unit.
