Great find!
This is another one of those Welles' films whose ownership is sketchy. It is at Munich, but it is not among the unfinished films Orson left to Oja. One would assume then that it belongs to Beatrice, but it was posted on YouTube by a member of the Hill family, who made it clear he was unsure about the rights.
Did Orson shoot it and give it to Roger as a gift? Who knows!
Whenever I see these types of things on YouTube I download them because you never know when they will disappear.
That is not a hint that either Oja or Beatrice is poised to have it pulled. However, I recently had a YouTube clip pulled because it contained a brief bit of background music the rights holder objected to having posted.

Thanks for posting this and I'm glad I finally got to see it. This appears to have been filmed for TV as an independent Welles production but may not have been broadcast. Anyway, it gives us a fascinating glimpse into Roger Hill's character and after many distractions such as dealing with proofs I'm fortunate it is still around to view.
